You seem to be coming from this as a subcontractor working off a blue print would who is given specific parameters that must be met for concrete after the design has been finalized
What if though in the initial project the engineer has the option of looking at different methods of construction using different materials so compressive strength is only one of the criteria , ie she may be comparing a steel girder bridge with a pre cast bridge.
She find previously the steel girder bridge was the most viable , but after evaluating the extra advantages of edencrete , abrasion resistance for whole of life , less porosity (so less spalding ) lighter dead weight comes to the conclusion a precast bridge made of edencrete is the way to go and then specifies that to you ?

But yes all conjecture really until the company shows it can get contracts
