All because the Greens wanted to exclude Carbon Capture and Storage CCS from the Green Energy Fund. Naughty Greens not supporting "clean coal".
Pity you didn't read the article so you actually got the whole picture.
"The government already has a $1.68bn CCS Flagships Program and in Sunday's package promised $70m to support the development and deployment of technologies to reduce fugitive emissions from coal mines."
So there is already a $1.6 b fund to support CCS initiatives and now they are adding another $10b for other Clean Energy alternates.
