The key will be to restrict these single user licences such that they cannot be useful to a business.
This is very difficult to achieve IMO.
Pay per view is one way, i.e. you pay $20 to $50 or similar for the latest photo (or all captured photos for a bit more) at all available zoom levels within for a particular radius around a single address or coordinate. Say a radius of 200m
No updates are provided for your money. To get the next flyover you have to pay again.
The portal design for this should be possible. There would be a few issues with people paying for the latest image and it suffered from a bit of camera shake as can sometimes be the case. A refund policy would be required once someone at Nearmap had viewed the image and agreed it was not worth paying for.
