For any material to be unconditionally released from any use restrictions with respect to IAEA radiation limits, it has to generate no more than 10 uSv/year, where Sieverts are a measure of the radiation dose a person absorbs.  It is a measure of damage.  Some radiation, like high energy gamma rays, sound scary but pass right through our bodies and hence cause little damage, where others, like alpha particles that can't even get very far through air, are dangerous due to the fact that they have high weight and your body absorbs all their energy (a single alpha particle could kill a cell, but you would need to get them on you or in you.)

Because different isotopes produce different dose rates and different kinds of radiation, the 10 uSv/year can be caused by very small "amounts" (measured in units ppm or Bq/g) of particularly dangerous isotopes or large amounts of particularly innocuous isotopes.

For NORM Thorium and Uranium, which produce highly-damaging radiation, the 10 uSv/year dose limit is exceeded by exposure to materials containing less than 1Bq/g of either isotope.  The unconditional clearance limit is 0.3 Bq/g.

I am not scaremongering.  Uninformed people here using three exclamation points where none are necessary are more guilty than I of same.

Condisoil is safe for its intended purpose, but the 1/10 dilution of WLP is required to make it so.  I just hope that ratio does not need to be increased going forward.
