There's no delay according to todays release.
The deal is as good as done now IMO.
No way they would get access to the technical data from US Govt unless they had a deal or complete backing from Northrop.
They will start preparing the machines with the newly released tech info, then they will close the deal and start manucturing in 2nd Q as they have said...
