There is no secret and if you understand how the big players operate, they wait for surety. Once the permit is granted, there is another level of surety.

Just like the bio game, you won't see a big player until the patents are stitched up. So in comparison everyone is waiting until OBL have to permit in their hands and work can commence.

You have to understand that a lot of high level investors have specific protocols that they follow when it comes to risk profiles.

Anyway if I was a super major and I wanted to get in, I would just go straight to the company when I am ready and make them an offer they can't refuse. Even if the SP was 5c, that is chicken feed if a major player can pick up 20% or more of the company at a set price. They know that they'll be ahead at the end and they have avoided most of the risk during the period of instability in waiting for the permit.
