there 'is' a billion dollars of recoverable oil in west seahorse.noel will get this with borrowed money,then use west seahorse cashflow to drill the blazes out of his prospects,and everyone else can go suck eggs.
in his own time.
at least,there will be a significant capital raise only over noels dead body.
