SPC now owned by the Chinese, so not sure Singapores requirements are top of their agenda.
I really think your speculation is just that, and that if an existing major shareholder wanted to increase their interest then they'd have done that by now. More likely imho just portfolio investors chasing a tightly held stock, or speculators/traders buying for the drilling and/or on the momentum.
Some just don't know their seasons, not buying season on the ASX imho.
