I highly doubt that is the situation. Cash registers have long been linked to supply to wholesale warehouse/manufactures. Unless there has been unprecedented rush or the first order is to low from teh retailer.

Gift sets are a different story as they are intended to sell out.

Also we have not had rollout yet into other territories and I would imagine any stock that is hanging around is obviously old stock that they are washing through. Or at best some made up new stock to meet demand until the new rollout occurs.
