And here is another article that mentions the Sinopec deal, published by Djibouti Today dated 24/07/2012.
The main thrust of this article is a 42MW wind farm at Ghoubet with Alstom as the partner.
Of interest to me is that this article re-states the MOU with Mexico as well as discussing the Sinopec deal. Does this mean that there are a number of parties involved? Where does the Drake & Scull / EHR alliance feature?
