The prices that the foundation customers will pay to use OP&R will be calculated from the cost to construct it.
Sinosteel must feel powerless and uncertain when they hear rumours. They have put a lot of money into Weld Range and OP&R is delayed and they're ahead of OP&R
There is still 6 months until the final decision is made on OP&R.
It makes sense for Sinosteel now that they have reached this stage to wait and see what comes of OP&R.
Also Sinosteel are not the be all and end all. There are other rather large mines that would love to use OP&R when it is built
