No, IMO initial guesstimates should err on the side of caution. Aside from just the dimensions of the high-grade ore, other unknowns are how much can they open-cut, and where will they set cut-offs grades, and how much of the low-grade "halo" will that include.
"What plans are in place for refining the nickel ore?"
None, but will likely be conventional flotation to concentrate and ship to where refining could take place via one of a couple of methods. Site location, infrastructure, and ore characteristics are all good from concentrate processing and shipping aspects.
