25-50 2500 MBq
<25% 2000 MBq

By comparison page 20 gives delivered doses of just 1394.5 MBq in the study

There may be reasons for the lower doses, such as shunting of blood flow to other organs, or problems caused by prior treatment with TACE, but surely the lower dose will be less effective.
