Buffet holds a lot of power by way of his influence over the market. He therefore has to be very vague with his public statements. I expect his true sentiment is probably different to what he states in public, even though his public statements are technically correct.
Imagine if he stated publicly he expected a downturn. Every media source will have that as their headline; "Buffet states downturn coming". Imagine the markets after that. There's no way he'll ever say anything like that, even if he thinks it.
