Could be, but if something hit a snag or worst case scenario an agreement couldn't be reached with OBJ regarding licensing etc., then it would be rather embarrassing for P&G/SK-II to pull back / cancel their advertised products/promotions..

I'm sure this won't be the case and I'm sure everything has been agreed upon months ago but it still wouldn't be good practice for them to proceed with wand advertising without official license execution.

We'll know soon enough anyway mate, if the wand is suddenly promoted and marketed within 48-72 hours of official license execution, we'll know that's what they were waiting for (playing it safe).

...if it begins to be promoted weeks after official execution then it was always the plan to start promoting it at a much later stage.
