The hubbub was a consequence of Goldman Sachs issuing a report predicting that the rare earths market would be in surplus by 2013. Remember, recently we have seen other forecasters predicting a big shortage from 2015, so bad that China -- now supplying 97 per cent of the world's rare earths -- would become a net importer. So which one is correct? Probably neither."
