The Burma (actually now Myanmar) military government only controls about a third of the country. There is an ongoing conflict with some hill tribes that are around the border with Thailand and then there are the drug lords with their own strong military forces.
It is a bit tough to expect the government to control the drugs when they can not even control the whole country.
