Probably because Skilled put in a low ball bid.
Their ASX ann 22/4/09 revising their earning guidance down points to this being the case.
Not much point in tendering to just above break even when efforts better employed elsewhere at profit margins that provide better returns to Mermaid and us the shareholders.
