Exactly correct - Australia has no manufacturing industry but many Australians do not realise exactly how little there is - probably the most hi tech here would be food processing with some high speed packaging. There are plenty of people who could be trained up for mines work which is mostly semi skilled - unfortunately getting an EWP ticket here is considered skilled!
