Volume production has always been a prerequisite of accessible pricing. Thus the relationships to utilities and industry bodies, governments etc. All designed to assist in the transition to volume production and more attractive pricing. "Volume" so defined as within 10K units, so its only going to take perhaps one order to make the price more attractive.
This is not news and has always been the case.
