This deal is for the US Department of State to support law enforcements and counter-narcotics. I doubt a standard drone would do. It most likely will need the advanced communication system like what Halo could provide. The thing is they might go with another company other than ELS.
Anyway, even if they are going with ELS, it would take them a few days to negotiate a price before a deal can be announced. Let's hope it is ELS that will get the order.
