"Telstra tried to get skype etc to pay for using tls's network"
Wouldn't that be double dipping, as currently the customer pays for the bandwidth they use for all the usage on TLS networks. I think this is both download and upload.
So if the third party is made to pay TLS, will TLS then not charge its customers for the bandwidth used by the third party apps.
Seems to be motivated by greed from Telstra.
