IMHO the battle likely shall be over what % of available bandwidth is by telco-SP's locked so retained by them for their "contracted services".
IMHO the remaining % available bandwidth freely available for whatever usage.
IMHO the inability of most end-users to negotiate their "contracted services" likely where these %'s argued, to determine where "being reasonable" rests, how far away from equal access.
IMHO politicians and government need telco's financially viable, so can blame them for problems, while collect taxes along the way.
