I implied you simply because you support the idea, not crediting you with its stupidity.
TLS and optus may have other plans for getting this to be legal.. i.e. negotiation.
If it were legal for TLS to charge skype, it would give them a card to play in negotiations for deals which could provide revenue..
oh don't like our proposal, well we will charge you but we won't charge viber.. lets see how competitive you are ;)
there are more than 1 way to skin a cat.. thus why the ACCC won't legalise it.
