I'm not sure exactly how US politics work, but first the Dems have to agree on what the package is to be. Then it goes to vote in the House, where it's split 50-50, so it's a real challenge for Biden to get all the Dems to agree, which they aren't doing just yet!
They hope to vote on it end of this week, I guess they just try again till they can get something to pass if it fails.
