I also dont understand all the complaints. The announcement explained the scaling back process as below
"All applicants will receive an SPP allocation of approximately 106% of the number ofshares they held
at the Record Date subject to:
• the maximum allocation allowed to the value of A$15,000; and
• the amount allocated not being more than the amount the shareholder applied for."
Everyone had access to the same allocation proportional to their holdings
