The concentrator and the mining is probably the easiest part of this project, and the least time constraint. The latter part, producing nickel sulphate from MHP is also well understood (that is where EcoproBM come in). It is the part in the middle, the hydromet plant, cutting out the need for producing concentrate and putting it through the smelter that is challenging. So, I think the answer to your question is no.
