I think if you are going to ramp up at least do it on known facts??
Although it has been speculated that Ramsay is involved, this has not been declared, and on further analysis I don't think they are the private hospital operator involved.
It is also possible that private hospital groups commence an implementation study and then don't proceed further.
Ramsay has much more that 15 hospitals in Australia by the way.
