I believe there's actually 46,861,231 shares on issue - of which 11,633,064 are under mandatory escrow and therefore not tradeable (as per KAR_Investor's post above).
From ASX website for B4P:
I'm not sure about the 22,465,314 coming onboard - where did you get that number from?
