IMO there is absolutely no excuse for rape, I do think that scantily dressed young girls put themselves at higher risk.
Testerone levels are more likely to overcome a guy at the sight of a scantily dressed young girl. Should never be used as an excuse to rape, but surely young girls would be wise to minimise their risk.
