    Effeciency in fines, usage of parking spaces, turnover, convenience to customers all add value to the parking space for the owner of them or the company that benefits ( shops, Westfield)with extra people past teh door. How to value it? Start with how much it costs get approved and add extra spaces as opposed to use existing ones more effeciently.

    The number adds up especially for vertically intergrated business like Westfield as they can see the difference to any part of the equation they can get a better number from and it all adds to profitability of their shops which they get a cut off.

    For councils the same number of parking cops can issue more fines over a wider area as they get told which cars are overstayers and attend directly rather "look "for overstayers.

    From the outside it is hard to quantify the exact dollars it will be able to be sold for and if there is a flat fee or performance payments for making a more effecient system. It will only be ecconomic on so many sites at acertain scale to clients who are already having their parking fully utilised in city regions.

    More effeciency the more teh client will pay and more CPZ should make but just how big is teh market and how much of that is achievable?
