Mongolia, Russia and the FSU in general have had a very cold winter over the past 3 months or so with temperatues reaching the bottom end of expectations.
For Ulan Bator for example this equates to minus 18C with consequent freezing of the ground.
It would be my guess that there has been little drilling underway in Mongolia over the past few months and consequently little demand for assay lab's services.
It is not beyond the realms of possibility that the cores and samples submitted by VOR for assay will get turned around much quicker than usual if they reach a lab with no backlog which given the lack of drilling in the region is very likely.
I write this from Kiev where the winter has been extremely bitter.
