Presuming Lopez is outed, and by all reports there is a 50/50 chance of this today, there is still a number of issues that have to be addressed. I'm fairly confident that she will be at least bypassed which, under the three strikes rule, will mean she's gone. The CA keeps hammering her on her complete disregard for due process and law. Lopez counters that she can do what she thinks fit in the name of social justice. Not going down well with the law makers of the country.
Anyway if she is outed there is still the recently initiated MICC enquiry to get through. If Lopez is out of the equation this should run more smoothly as it is co-chaired by DOF and DENR. Hopefully Red will come out squeeky clean once again. This enquiry will take three months at least to complete.
And then it depends on who will replace Lopez. The Chamber of Mines wants MGB under secretary, Jacinto, to replace her. This will be the best result for the mining industry, and Red, as he has a good handle on whats going on in the mining industry. Red has always had a good relationship with MGB. Interesting that Jacinto won't communicate with Lopez in any way. She voiced her frustration with this situation while being interviewed as a part of a "hot seat" session by a local paper.
However... as the previous article says there is a push by Duterte's own party for Tolentino to take the position as head of DENR. He has a legal background. The report says that he is not anti mining but is against illegal and responsible mining. The Chamber of Mines is not sure of his position yet. DENR will probably need to have someone with a legal background to sort out the mess made by Lopez.
Any way the short answer is there isn't a short term fix for this. Lets get through the first step in the removal of Lopez. If this doesn't happen...
