This will be done by the due date if not before, you seem to forget we are dealing with India, they may seem slow in getting the paperwork done. They are fastidious when it comes to getting it right - dotting the i's and crossing the t's however, when they start a project they almost always complete ahead of schedule.
Don't doubt their resolve and Modi's committment.
