The publicly stated reasons may sound over the top but bear in mind this is a place to go have fun - not transport infrastructure.
An appropriate sequence would be.
1. remove bodies
2. initial site investigation
3. initiate independent external safety review of all rides to satisfy public/police
4. bury deceased
5. memorial on site
6. open most of park with ride area closed...
They are at about stage 2 of this list but trying to get to 5 too fast. Opening the park before 4. will just continue to lead the news with terrible headlines.
