    I doubt in this situation the ACCC can do anything.. They investigated this many times over the years ago and deemed it legal (as far back as in 2000).. Nothing has changed in the system (the 10% fee has not risen) and I think they just bring it up every now and then to please certain bodies within the taxi system opposed to their position of dominance.
