First - subject to the Mineral's Board acceptance of the application, the Minister of Mines issues the applicant with a "letter of intent" (LOI).
On receipt of this letter the applicant must, 'in consultation with the Director', do a number of things:

• Identify the names of each of the landowners in the prospecting area
• Commence negotiations with the landowners with a view to obtaining surface access rights
• Make arrangements for payment of surface access fees and compensation for damage into a trust account
