Carried forward tax losses does not necessarily mean the company has no value, they are part of the sunk capital costs to discover an asset in the area. That particular asset has a significant worth. the 250m is to rebuy the asset from mel at a premium and leave it in ground for now. Who's to say someone won't come in at a future date to develop the said asset. In essence the NSW is buying the dicovery from Mel to leave in ground.
