hmmm let me see:
One one hand we have the NRC - the government authority who has spent countless amounts of time and money coming up with their set of rules for all U producers to follow. To which PEN/Strata have adhered.
On the other hand we have the petitioners - a bunch of "wildlife warriors" who state that the rules put in place by the NRC aren't good enough for them.
I think I could take a good guess as to what the NRC thinks, but won't it be the Atomic Safety and Licensing Board who makes the decision?
