Constant carping does no one any good. It is easy to criticise and throw stones when one isn't in the hot heat seat. I expect very few here if any have any experience of dealing with the mountain of bureaucracy when pathfinding with a major and innovative new project establishing new market opportunities. Hard enough in Australia let alone the global south or third world. The SML will happen when the bureaucrats are ready.
