There is plenty of U, but the location and quantity do not make recovery economic. Also, Plants costs money.
There was some weapons grade U, but Russia won't sell anymore. and a lot of U is needed by the Navies and armaments. So, the production lags demand.
One can't make U, it can only be salvaged.
However, after a few years, once prices are quite high, Thorium could step up. There is plenty of that.
