Yes....they seem to specialize in shareholder destruction.
When I contacted Tony Teng 2 or so years ago after 3 emails he finally answered them. I explained I had a substantial amount of funds to invest and had some questions about the company. He bascially referred me to the annual report and wasn't too interested. I would personally like to thank Tony for his approach as it saved me thousands of dollars as I didnt invest, although have traded some small amounts in and out and broken even. I think you need to assume the ICP shares will end up being worthless.
