Not necessarily so...
There is a significant amount of holding that were in anticipation of a return at a time with a given risk. Now, when that return does not materialise in the time with the given risk, you can choose to, forget it and wait, or take it out, invest elsewhere in the meantime (mortgage at 9% sounds good), or simply play a short of sorts, looking for an anticipated lower entry...
Each person make the best decision for themselves. Nothing to do with heroics or foolishness...
