You clearly haven't seen the Yes Minister episode where Sir Humphrey gives a heartfelt thanks to those smokers who selflessly lay down their lives prematurely so as to avoid drawing on the age pension in their later years. Smokers are a windfall for government through tax on tobacco, and shorter life expectancy.
