if you read the article i am talking about the fact that smoking tax raises more than it costs, so this increase in tax on smokes is not to stop people smoking it is to raise more money.
everyone knows smoking is bad, yet people still do it. if they wanted to stop smoking they wouldn't tax it, they would ban it, but they dont because it brings in so much free money
