A model that doesn't work: A water wheel is build and water is diverted upstream to this water wheel to get it grinding its feed. The owners of the water wheel, say we can be the biggest water wheel on the river, and make it bigger and bigger to cater for the future explosion in demand. They then go upstream to sell their water wheel idea. People think that is a great story and divert water from their projects to the water wheel. The bigger it gets the more water has been diverted from other irrigation projects upriver to keep the mill spinning. As it gets bigger and more complex more people are employed to keep it running and to plan the future of the biggest water wheel on the river. Unfortunately the amount of feed it is milling stays the same, where as the future story gets bigger and bigger. Eventually the people upstream realize that the water wheel is taking too much water and producing too little end product. They start diverting the water upstream to other projects with a better return. The water wheel being so big and cumbersome, slows down as the water flow reduces and eventually stops. The owners of the water wheel then blame the people upstream for projects failure rather than themselves for building a water wheel that cost too much, that produced too little return for the water that was spent.
Anyways, if this relates to CCC it is purely coincidental - I have to get back to work, as I have a loss that has to be earnt back through hard work.
