In order for drilling to resume, someone has to pay for the drilling. In order for someone to pay for the drilling, the PE issue needs to be resolved - permanently. You can't possibly expect ConocoPhillips to start dishing out millions of dollars in payments when they are of the belief that they have sold the asset. Also, the drilling resumption will be subject to agreement by JV partners - so yes, PE will need to be resolved before drilling resumes.
