I think the goal will be to prove up an indicated resource at RPM, show a NPV above 1 Bil, and a lower capex, smaller operation to get started down south. Once profitable they can invest in a larger plant up north and run a higher production, lower margin operation at korbell. A lot of Canadian companies are looking at this sort of higher grade, lower capex option now with inflation and labour issues and cost of energy etc.
Remember mgt will want their freebies, and regardless of share price they can have the company exercise their options without any money coming out of their pockets.
