I wouldn't say smarter.
Better educated yes, but more importantly they have access to better technical infrastructure built up over decades.
During the same time, we've been tearing our technical and manufacturing infrastructure down.
It takes a lot of time to build that stuff, and it takes a lot of time to train people to use it.
