It's quite simple...
It has been capped at 23 cents for a few days now. If this guy was a legitimate seller he would have dumped at market value long ago. He/She is accumulating shares by suckering people into selling cheap.
Share price built yesterday and looked to be building again today. At this moment we have a bot spamming peanut sell orders down. Why do this? It's an obvious play by the bigger fish to force the share price down and keep it off that 23 cent cap.
Short term i'd expect more downside as this tactic was already proven effective last month by dropping the SP down from 31 cents.
